Spigot 1.12.2 and PaperSpigot 1.12.2 - motd showing, but can't join (motd should NOT show)
Craftbukkit 1.12.2 - motd not showing (as expected)
Spigot 1.12 - motd not showing (as expected)

I've tested with ProtocolLib installed, no bungee/velocity
