Move sustainability "goals" to own app

As the structure of our data model emerges, it is becoming apparent that sustainability goals may be related to multiple entities. For example, projects may have sustainability goals as well as municipalities or other groups.

Separate the sustainability goals into a dedicated app/database model to allow relationships between goals and multiple entity types.
