[BUG] Decky Loader can not (re)install or uninstall

Bug Report Description

Decky icon disappeared sometime ago, so i tried to do an reinstall but failed.Both stable and prerelease showed the same error.

    Using the fallback 'C' locale.

Tried uninstall also failed
