URL for AndroidDriver

hi,
I was using this same framework to run my python-ptest testing but I am getting below error:

MaxRetryError: HTTPConnectionPool(host=u'192.168.99.100', port=4723): Max retries exceeded with url: /wd/hub/session (Caused by NewConnectionError('<urllib3.connection.HTTPConnection object at 0x7f97746e4a50>: Failed to establish a new connection: [Errno 111] Connection refused',))

I am using mac.Not really sure why I am getting this .can you help?

same issue happening for me ... but i've using Java TestNG

issue :-
org.openqa.selenium.SessionNotCreatedException: Unable to create a new remote session. Original error: Failed to connect to /172.17.0.2:80
