An unhandled exception #49

Hi,
I've got an exception when I try to start debug.
I just cloned the code and started it. Nothing else
Enviroment:

Windows 10 Visual Studio 2019.
Node.js 12.18.4 (x64) and npm.
@vue/[email protected]
@vue/[email protected]

Sometimes i have this problem.
Just restart debugging and it starts working.

Some services (node) do not have time to start.

I tried it many times. On my Surface and on my PC.
Everytime I got this exception.
