Frontend - Trace Details doesn't render sub millisecond start spans correctly

Bug description

Trace details span start positions are incorrectly truncated to milliseconds causing gaps and incorrect reported start time in tooltips.

The highlighted row in the screenshot should start at 0.72 ms

Expected behavior

Trace details span start positions should render correctly and be correctly reported in tooltips

How to reproduce

1. Report traces from a programming language that can execute code in sub millisecond time.
2. Open the trace details
