CI: netlify is broken for every PR because of outdated image #352

Every PR is red because of following failure and we need to update our image on netlify setting.

UNSUPPORTED BUILD IMAGE  The build image for this site uses Ubuntu 16.04 Xenial Xerus, which is no longer supported.  
To enable builds for this site, select a later build image at the following link:  https://app.netlify.com/sites/red-hat/settings/deploys#build-image-selection

@zhawkins @bproffitt Part of this is because I am still the owner of the Netlify account but I left Red Hat about a year ago. 🙃 Happy to do a hand-over but it looks like we either have to create a new team, add me to it, I can transfer ownership then and remove myself from the team or I can just delete the netlify set-up completely and someone else can re-set it up.

I'm a little anxious about being on the hook for this since it's showing my personal LLC as the owner. This and the rh-iconfont site are listed under my account so I think if we can't come up with a hand-off solution within 2 months, I'll plan to delete them, just to be safe.
