Learn.md File Index Not Linked #107

Describe the bug
The learn.md file has a table of contents section, however it is not linked at all. When anyone presses on any of the links, it does not redirect you to that section, but remains static.

I can fix this issue and link everything properly to ensure coherent documentation.
Please assign me this as a contributor under GSSOC'24.
