CI/CD - After upgrade of prod, authentication failed #152

Everything seemed to have succeeded, but the authentication failed.

Also saw this randomly for test deployments.

Maybe do not use the InitialUser setting of values.yml

prod already has a user. We're just upgrading.
test might have a user or not, but check this in the cicd, and create a user if needed.
