Missing Python 3.12 in GitHub Actions for macOS and Windows

Hi there,

I'm using this Github Action to build my project and I found built results are
different.

• In Linux build, 3.12's wheel was built:

  However from output logs there is no Python 3.12:

  Python version 3.10.13 was found in the local cache
  Python version 3.11.5 was found in the local cache
  Python version 3.7.17 was found in the local cache
  Python version 3.8.18 was found in the local cache
  Python version 3.9.18 was found in the local cache

Python 3.12 isn't cached in GitHub Actions hostcache yet: actions/setup-python#736 (comment), you can install it via setup-python action before hand.
