I've tried practically everything and I haven't been able to solve the problem

A known issue and dont see any English Windows users get it.
Thats caused by your PC is managed by organization or lack permission to write on the system registry, actually no way to fix it, possible fix with clean Winodws install.

Please open Run -> regedit, enter this path and take a screenshot:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Image File Execution Options

If you see any line e.g "your PC is managed by your ogranazation" in Windows Settings or Chrome, please tell me.
Last question, are you using any AV or Windows Defender?

Have you used KBotExt before and enabled IFEO/debugger mode?
If no, Pengu could be blocked to access this registry key when writing value.
I see you have Avast browser, if you have installed Avast AV, please add Pengu to exclusion and try again.

I haven't used any of these things before and Avast is not installed on the PC
