As proposed and discussed in #6948, let's provide default, opinionated behavior for Fixer.

  • PER-CS v2 support #7247
  • Use @PER-CS2.0 as a default ruleset
  • Process all PHP files in __DIR__, excluding ./vendor by default

In the end it should be possible to just run vendor/bin/phpcsfixer (or using PHAR) without creating any configuration file.
