Low confidence postal output - recent year

Describe the bug
values like 2018 will be output as a postal code with little evidence. Confidence is higher than the 20 point threshold default.

To Reproduce

Try the The ACT of 2018 was passed ... about 6 years ago

Expected behavior

• handle obvious year false positives by downgrading points... e.g., if "PROV, YEAR" or "COUNTRY, YEAR" occurs then remove 10 points. If "PROV, COUNTRY, YEAR" occurs, that should earn enough points to surpass default threshold.
