Turret rotates to position from input on D-pad, Flywheel responds with higher RPM to greater force on Left Trigger

Responsibility for this shifted from Matthew to Robert 1/17/20

Functionality is complete, awaiting opportunity to test, dependent upon mechanical completing manufacturing. In the meantime we will divert resources to closed-loop with the Limelight (See #5 )
