fix graph-builder infra files (#995)
86c431c 
- remove external authors from `Cargo.toml`.
- remove original `.ignore` files, as this is controlled via our root
patterns.
- re-enable tests, to make sure anything we add is executed similar to
all other crates.
- remove the old existing `CHANGELOG.md`, as that is managed by our
changesets.
