when webpacked, hardhat cannot find config file

That's interesting. I won't be able to look into this right now, but can you tell me why you are bundling your project? Hardhat doesn't work on the browser, so in general people don't do this. I know that there are other use cases for bundling, so I'm curious about your use case.

Our tests are bundled by webpack before execution. This is not a necessity, but it fits our process.
