libbitcoin-explorer - The command requires an ICU build.

Describe the bug

bx ec-to-ek throw error The command requires an ICU build.
Following this issue libbitcoin/libbitcoin-explorer#321 it seems necessary to build bx using --with-icu

nix-shell -p libbitcoin-explorer
bx ec-to-ek password b39586851d52222a098455b1283de23b3b984da16a492d96a4f62189677b8495

Expected behavior

The command should run without any errors
