The external tracker package is not yet available on Rocky 9, so a hack is added to skip those jobs on Hercules until the package is available. This will need to be extended to Orion if that machine transitions to Rocky 9 before a package is available. Refs NOAA-EMC#2639

What new functionality do you need?
The tracker external package is not yet available for Rocky 9 (Hercules), so a hack was added to the tracker jobs in #2608 to immediately exit those jobs on Hercules. Once the external tracker package is available, those hacks should be removed.
What are the requirements for the new functionality?
Tracker jobs run in full instead of exiting immediately.
