The dotnet CLI supports package validation.

It is fairly easy to use and understand. Reminiscent of the lockfiles.

Basically the compiler generates a list of API changes (changes to public members, additions, removals) to help clarify changes.

There may be a locked mode equivalent to prevent PRs that fail to include the updated package validation XML file.

API changes would thus be implemented more thoughtfully. PRs that change the API would be more obvious.
