Where is the document for this using Azure Portal?

I realize CLIs are popular with the script kiddies that came up through Linux.

But there are a lot of Microsoft developers who live in the 21st century where GUI access is far more productive, and C# programmatic access is preferable to use instead of Powershell.

Please include the modern tools in your instructions.
