Could not get ToC to generate

Describe the bug
Could not get ToC to generate.

• [x ] - I have checked that my input document is valid OpenAPI 2.0/3.0.x or AsyncAPI 1.x

To Reproduce
Steps to reproduce the behavior:

1. Added tags to OpenAPI document as per instructions on https://mermade.github.io/widdershins/MarkdownTOCStructure.html

2. Command-line:

npx widdershins --search false --language_tabs "shell": "SHELL" --headings 3 --summary false my.yaml -o my.md

Expected behavior
Not sure what the expected result should be, but I do not see any ToC markdown syntax in the generated .md file. Either documentation is not clear or bug.

Versions:

• Node.js (note only LTS versions are supported):
  v20.3.0
