计划任务上限数量调整 #1131

目前单个实例默认的计划任务上限是8个, 如果要写一些自动重启之类的命令的话可能会不够用, 这个上限并不能在配置文件中调整, 希望可以把这个8个的上限改为可在配置文件中配置, 提前感谢.
