[Enhancement] Allow patching romfs on Data Archive titles #1870

This one is similar to the previous one I made #1697 however this one is specifically for being able to patch the data archives' romfs data since with the current implementation it is required to repack any modifications to them as a cia and install them directly which isn't ideal and can be a bit risky.

My proposal is to allow patching in titles like Shared Data Archives and System Data Archives to allow for a safer method of replacing files instead of replacing them directly.

In the meantime you could try OnionFS. It can probably redirect those.
