This tool is very useless, and as you said, unmaintained. Please consider removing it.

If you have a static-only library in MSVC format then this would be the only way to link it with olink/occ; if it works, then it should stay in, but of course it would be good to have at least 1 test case regularly executed (CI) where an MSVC lib is converted and then the result used for linking.
