Make use of https://github.com/rocksdanister/lively/wiki/Web-Guide-V-:-System-Data#--pause-event to pause (most) JavaScript while the wallpaper state is paused. Affects visualiser, and sysinfo. (They only don't run the JS when disabled, not when wallpaper is paused)

Possible disadvantages of having it enabled:

Performance graphs might reset each time?
The effect visualiser might take a fraction of a second to start up?

I think this may be responsible for some of the minimal background CPU usage.
