Save config somewhere else

Decoupling plugin upgrade from configuration seems like a much safer option. Perhaps use the Redmine Files directory instead of the plugin directory?

wouldn't it be an idea, just have a file "issue_dynamic_edit_configuration_file.js.example"
which the user can copy to a by git untracked file (.gitignore) "issue_dynamic_edit_configuration_file.js" ?
