add pid for stilt stations related to measurments

within stilstation object (stilstation.get(id='GAT060') a new function should be included like
get_obs() which returns dobj for all observations for Gartow at 60m sampling height for level 1 and level2 data
ideally a filter could already be set
.get_obs(level = [1,2], type=[meteo, ch4, co, co2])
