'hypergan' is not recognized as an internal or external command, operable program or batch file. #286

this issue has been on before but i didn't get any sort of good answer from that, so i'll try and detail what i've done as exact as possible.

  1. i install python 3.9.0
  2. i cannot use pip3, so i add that to PATH
  3. i install hypergan using command prompt in administrator mode, hypergan is verifiably in '\AppData\Local\Programs\Python\Python39\Lib\site-packages'
  4. i run "hypergan", and "hypergan' is not recognized as an internal or external command".

i have looked through a lot of things, and issues but i really just feel like i need an exact answer. please, this shouldn't have been as difficult as it currently is.
