Move frontend dummy data script to server repo

There is currently a dummy data generation script in the frontend repo at src/util/generatePatients.ts. We want to find a new home in the server repo so that this script will be used to create a pre-populated test account.

This ticket is blocked until the database-related functionalities are shifted from their temporary home in the frontend repo to the permanent home in the server repo.
