@douglasg14b I just gave this a try, and packer doesn't even recognize "us-gov-east-1" or "us-gov-west-1" as a valid regions for me.

I think the issue is that Graylog doesn't have a GovCloud account. It's a totally isolated network. I don't think we'll be able to obtain such an account anytime soon, so I'm afraid this isn't something we can build right now.

A GovCloud account isn't particularly difficult to create, you don't have to be a government organization to get one. Only a US Person.
