Feature description

As a user, I want to have an option to prefetch popular content.

Do not alter or remove anything below. The following sections will be managed by moderators only.

Acceptance criteria

  1. Need to define what popular content is. Popular content may be based on views, or could be an editorial decision
  2. Pre-fetch needs logic around what to pre-fetch. Are we pre-fetching metadata, the whole video, part of video for playback when click button
