[Feature] User queries config page: add new user query

Is your feature request related to a problem? Please describe.
If there are 0 user queries the user query config page looks very empty. It could be irritating to see only the headline but nothing else. No buttons, no description, no help

If there are user queries listed the user can only edit them but cannot add more user queries

Describe the solution you’d like
Have a better UX on an empty page.
Have an option to create a new user query
