[Request] /racechange Support #4262

Description

/racechange would be helpful for servers allowing or using a questapi to trigger a race change.

Currently /racechange is fully unsupported and lists all races as "buy" so a packet is missing to inform the client what races are available.

With this limitation I am unable to provide what packet it is sending and an example.
