[BUG] Export Steam config doesn't work if Steam is in Big Picture Mode #259

Describe the bug
As in title. No error messages are shown by Steam or Depressurizer.

To Reproduce
Steps to reproduce the behavior:

Either have Steam running in Big Picture Mode, or not running but set to start up in Big Picture Mode.
[optional] Categorize some apps/games in Depressurizer.
In Depressurizer, go to Profile > Export Steam Config, or hit Ctrl + E.

Expected behavior
Reset Collections dialog box to appear in Steam, allowing writing of the category info from Depressurizer.

Desktop (please complete the following information):

OS: Windows 10
Version: 22H2
.NET Version: 4.8
Depressurizer version: 5.3.0

Additional context
Possibly a Steam problem rather than a Depressurizer problem?
