refactor project controller's structure

extract "Dalphi Project Flow Logic" (TM) into separate module (e.g. controller concern) to have a classical rails controller with action logic and an other file for everything else.

After doing so:

• are more than 5 instance variables still necessary? Reduce in reek config if not.
