docker run error #188

when i run follow this:
$ ./data_dirs.sh data430
$DEEPQA_WORKDIR=data430 nvidia-docker-compose -f deploy.yml up

report error:
urllib.error.URLError: <urlopen error [Errno 111] Connection refused>

how to solve it?
