On deployment, trigger the deployment of user facing site

Problem

Have the GitHub Action workflows configured to trigger the appropriate workflows in the open-sdg-site-starter repository when data is pushed to the development or production environment as we know the user facing website depends on the updated data supplied by this repository.

Solution

Setup the necessary permissions to allow this repository trigger the appropriate workflow in the open-sdg-site-starter repository. This can only be addressed after the workflows in that repository has been updated.
