Figure out a notification system once a new dataset/pipeline goes live on the portal

Purpose

This has been discussed on 2021-04-23 during a meeting with Rachel, Patrick, Derek, Samir and Cécile.

It would be nice to have some sort of automated notification when a new dataset/pipeline goes live on the portal so it can be sent to the communication team.

For datasets: could send an automated email at the same time an entry is created in the table based on that if statement:

For pipelines: not sure what could be used for that...
