Update TDP for 2.0

Need to update TDP with all the 1.4.0 goodies and include 1.3.2 edits.

Also, current TDP is mostly focused on certification body as the consumer. We need to be more intentional about a user/election administrator guide either called out and organized in the current TDP or as a completely separate document that includes

• Installation Instructions for jurisdictions that will be installing on their own
• Section 8 User Guide-esque step by step descriptions that covers every part of the entire contest configuration process (basically, the hints that are currently in the UI but formatted and with examples)
• RCTab Principles
• L&A tests (TODO: election admin center has a checklist that might be a good start)

also #771 could be lumped in here. Maybe review how easy it is for users to navigate from the README to other documentation like the user guide, TDP and contributor guide
