Установите

 sudo pip3 install python-vlc
 sudo apt-get install vlc

Если установка прошла но выходит ошибка, выполните команды ниже:

sudo apt-get update and apt-get upgrade
uninstall and reinstall vlc
uninstall and reinstall python-vlc
uninstall and reinstall pulseaudio
