CIKit successfully uses https://github.com/solita/docker-systemd for creating CI droplets but the host environment for them is Ubuntu 16.04. The purpose of this task is a PoC implementation of playbooks for managing Dockerized VM that can be provisioned via cikit provision on macOS, Linux and Windows WSL.
