The action does not support lined template

Then the size of arm template bigger than 4MB, the deployment will be failed. The linked template can resolve this issue.
Could this action support linked template?

I did some trying, and found that this action doesn't support linked templates very well.
GitHub workflow can completed successfully, and deployment of ResourceGroup can be created, but Data Factory resources cannot be created.

I believe that this code deletes these resources.

Actually, I have misunderstood this code.
I think that root case is this line just got resources from master arm template, it ignored linked templates.

I will verify my guessing in my current project. If it's correct, I will submit a pr to fix it .
