haproxy-redundant-floatingip-ubuntu is using outdate ubuntu version

Hello,

I have tried to use haproxy-redundant-floatingip-ubuntu template to check if I could adapt it to my needs (I need to see source IP address of incoming connections that go to my AKS cluster, but those connections are not HTTP nor HTTPS so can't rely on x-forwarded-for).

Unfortunatelly it looks like deploy to Azure fails saying Ubuntu 14.04.5-LTS is not available.

Additional for repro. It looks like switching region on Azure helped. It is not possible to deploy ubuntu 14.04.5-lts in polandcentral at least (that's where I have tried). It works at least in some other regions. But it's not the best idea to use such an old version of operating system anyway.
