Checkes for PR always failed for DevCenter

Issue Details

Previously I raised a PR13431 about DevCenter and it's merged successfully.
However, recently when I raised another PR13509, the checks always failed.

The main failure is because the subscription that checks pipeline used does not register the resource provider "Microsoft.DevCenter"
Is there any way that we can let the checks pipeline register "Microsoft.DevCenter" and then start the main deployment?
