[Feature] Add "featured at build" tag

Is your feature request related to a problem? Please describe.
To surface a particular collection of templates at Build, we'd like to use a tag that we can use as a URL param to redirect our /ai-apps short link.

As an example:

aka.ms/ai-apps
redirect to ---> https://azure.github.io/awesome-azd/?tags=featured-at-build-2024

Open to other solutions.
