Explicitly pass all parameters to the bicep

The Helper only offers deployment parameters for the bicep when they are not the default value.

This does create some opaqueness, and risk if the parameter defaults were to ever change.

We should create a new setting in the Helper that will generate a full parameter value list to use for the az deployment create command, and in the other deployment options that leverage parameters..
