Not planned yet, due to lack of developer time to support what we have. Perhaps in the future, or if someone wants to implement it themselves and send a PR/help in some other way.

It's a hard question, I can't say exactly when we can finish 3.0 because we all have very little time right now. It would be cool if you could describe exactly what you want to do, then I can give you a more precise answer.

P.S. Since Avalonia 11 is going to be released sooner or later, I think if you want to start working on it now, you better start now from the 3.0_major_update branch

I think you just need to start your work with the 3.0_major_changes branch as this branch contains all necessary things for 3.0.
Currently we have a dev branch, which aims at 3.0-avalonia10 and 3.0_major_changes which aims at 3.0-avalonia11 (and will be a 3.0 stable release in the future). So, if you want to contribute something, what can be done in Avalonia 10 - use dev, otherwise - 3.0_major_changes.
