No RECAPTCHA available for rate limiting

Hi!

I get a "CAPTCHA proof required" and RECAPTCHA is not available, but PUSH_CHALLENGE does not seem to be implemented or at least documented.

signal-cli -a +49xxxxxxxx send -m "Test" +49160xxxxx

INFO AccountHelper - The Signal protocol expects that incoming messages are regularly received. Failed to send (some) messages: +49160xxxxxxx: CAPTCHA proof required for sending to "+49160xxxxxxx", available options "PUSH_CHALLENGE" with challenge token "35e1812d-d70d-498a-a2c7-d074fbe661f8", or wait "86400" seconds.

Btw: Is there a way to trust the sending number so that these CAPTCHA proofs are not required anymore for certain receivers?
