Galaxy will not have all tags for a program if there are multiple instances across different platforms. Here is an example of a program for the vita and PC.

This ended up resolving itself. I am unsure if I didn't wait long enough for it to populate or it was from some other mechanism that is not deterministic when you enable and disable a plugin over and over again.
