Yes, I have searched the existing issues and it doesn't exist.
Feature Description
While RR provides a multi-user experience, it is configured where every user is equal and there seems to be no ability to have a super user who can manage other users. This feature would add an administrative role and interface that would bring capabilities to add, remove and disable users and sites, change passwords and perhaps modify site-level settings.
This feature would be helpful when managing public instances where you might want to remove unwanted users and content. (This could be particularly important to manage situations where users could be using RR instances for purposes like advertising or promoting inappropriate material that violates the TOS. ) Ideally, this would also include the ability to disable new user creation, but I know that that issue has been discussed elsewhere.
